You have said this three times in three different words and it has been unanswered since 12 sep 21:07. Every other open item on this project is downstream of it: the stack has nothing to stack, the cards have nothing to carry, the page reads flat however the CSS is tuned.
why that one: It is the thing you keep naming. It is a phase, not a pass, and nothing else moves the page until it exists.
